Demolition, Hauling and Cleanouts in Torrance

Torrance was laid out as a planned city, and that plan still shapes a demolition job here. The Olmsted Brothers firm designed it, and ground was broken in October 1912. The plan tucked the utilities into the alleys and left the street side for landscaping. That is why the blocks of Old Torrance, around Downtown Torrance, are alley blocks. Torrance incorporated as its own city in May 1921, and it still sets its own rules. North Torrance, near the freeways, and the south end, home to Walteria, Hollywood Riviera and Seaside Ranchos, saw their first large housing tracts later. Access decides how we set up each Torrance job, whether the truck works an alley or a driveway.

Southwest Hauling was founded in 1994. We are licensed and insured, CA License 792182. Our truck yard sits in the South Bay, just north of San Pedro, so Torrance is a short drive. Multiple crews run our own trucks and equipment, so the demolition and the haul-off are one job. In Torrance we handle junk removal and garage cleanouts. Full house demolition clears a lot for a rebuild. Debris leaves the same day in our own trucks. Our crews are used to high-end homes, and they keep the noise down. Estimates are free, and an estimator comes out to see the job.

Alley Blocks, Garages and Slabs in Torrance

On an Old Torrance alley block, we load from the alley when there is room. The truck sits behind the house, and the street out front stays open. The original plan put the utilities in those alleys, so we check where the service lines run first. On a demolition, the utility or a licensed trade disconnects and caps the lines before work starts. If an alley is narrow, a skid steer shuttles the loads out to a truck sized to it. Where a lot has no alley, the truck stages on the driveway or at the curb.

Garage cleanouts are core work for us. We set aside what you keep and haul the rest off the same day in our own trucks. If the garage is coming down too, the structure and its slab can go in the same job. Driveways and patio slabs come out with concrete removal. Clean concrete goes to certified recycling facilities, where it is crushed for base rock. We break out backyard pools as well, and the rubble leaves on our trucks.

Demolition Rules in the City of Torrance

Torrance has been its own city since May 1921, and it issues its own permits. Unlike San Pedro, it is not part of the City of Los Angeles, so LADBS rules do not apply. Torrance Municipal Code 46.3.1 sets the construction hours, and it also limits heavy equipment. The code names pile drivers, mechanical shovels, derricks, hoists, pneumatic hammers, compressors and similar devices. None of them may run in or next to a residential area until the Community Development Director gives permission.

Before any demolition, South Coast AQMD Rule 1403 calls for an asbestos survey by a Cal/OSHA certified surveyor. When notification applies, the AQMD must have it at least 10 working days before demolition. Torrance's recycling rules cover the projects the California Green Building Code covers. Before a covered project gets its certificate of occupancy, the applicant must show it met the recycling requirement. The proof is receipts or reports from every disposal and recycling facility that took material, showing type and weight. Skipping that proof brings an administrative penalty, set higher when the project includes demolition.

What drives the cost of a Torrance demolition or cleanout?
Volume matters most: how many truckloads leave the lot. Material is next: clean concrete and metal go to recycling, and the rest goes to a licensed transfer station. Access matters too, since a tight alley means smaller loads and more trips. On a demolition, the asbestos survey comes first, and any asbestos goes to a separate certified abatement contractor. Estimates are free. Call 310-546-4855.
What hours can demolition crews work in Torrance?
Torrance Municipal Code 46.3.1 sets the hours for noisy outside construction in or next to a residential area. Work can run 7:30 a.m. to 6:00 p.m. Monday to Friday, and 9:00 a.m. to 5:00 p.m. on Saturday. Construction is not allowed on Sundays or on holidays City Hall observes. Only the Community Development Director can allow longer hours, on a written request approved in advance.
How does pool removal work in Torrance?
The City's guideline sets two routes, each with a demolition permit. Full removal takes out the whole pool. A qualified soil engineer oversees backfill to at least 90 percent compaction. Partial removal breaks the shell out to at least 18 inches deep. Two holes are cut in the floor, then sandy soil is compacted in 6 inch layers. We handle pool demolition on either route.
